to generate the S/T controller's chip select signal.
ISA mode:

A1 are used to select S/T controller's internal
registers, and A2 is used as the chip select input.
Intel microcontroller mode:
A2 is used as the chip select input. All other pins are
unused.
Motorola microcontroller mode:
A0
A1 are used to select S controller's internal
registers, and A2 is used as the chip select input.
